right headlight does not raise all the time

The right side head light of my 03 C5 convert does not always come up when lights are turned on either by twilight sentinal or manual switch.
The light comes on but the housing does not move.
If I turn the lights off and move the manual raise knob 1 or 2 revs the lights operate OK.
I'm trying to determine if I should replace gear, motor or something else.
Any help would be appreciated. Thanks,

Could be the plastic gear used by GM. They have been a common problem with C5 headlights..
