Have your dear young relative fight the claim himself. They just might reduce it to "Disobeying Posted Signs" oppossed to "Speeding". Pay the fine and say goodbye...

Being "young" as you say iF this is NOT his first speeding violation that could be a problem, one that a lawyer may not want to deal with OR be able to do anything with.
