1989 350 tpi with low fuel pressure

My 1989 corvette has been very hard to start when cold and hesitating when accelerating. I just purchased a fuel pressure gauge and attached it to the fitting. I turn on the key and hear the pump prime but get zero fuel pressure on the gauge. I start to crank and the pressure jumps to 21 psi. The car will eventually start and stay at 21 psi. The books say I should have 34 to 39 psi on my engine. Is this the pump or the fuel pressure regulator?

Found the problem. The pulsation dampener that connects the fuel pump to the fuel line was bad. I replaced the dampener with in tank fuel line and two clamps and now have 40 psi at the fuel gauge.
